BOSNIA & HERZEGOVINA – Strengthening capacity in BiH for human resources development
The overall objective of this project is to strengthen staff capacities and increase efficiency of labour market through institutional and strategic development of the concept of life long learning, based on relevant statistical data in order to contribute to the overall development of society and promotion of economic and social cohesion.
The purposes of this project are:
- To enhance institutional strategic and legal framework for adult education in the context of life long learning
- To advance statistics in order to meet international standards and requirements.
The project purposes will be achieved through the following three components:
Component 1: Adult education in life long learning context
Component 2: Improvement of educational statistics
Component 3: Strengthening of capacities of potential applicants for grants

CROATIA – Local partnerships for employment – Phase III
The overall objective of this project is to contribute to the implementation of the Human Resources Development Operation Programme (HRDOP) Priority Axis 1 that aims to reduce unemployment and “threat” of new unemployment (measure 1.1: Supporting the design and implementation of active and preventive labour market policy).
The specific purpose is to refine and develop at county level an institutional framework (based on partnerships) for the human resource development and strengthen the capacities of local stakeholders to design and implement active labour market policy.
The project purpose will be achieved through the following three components:
Component 1: Assessment and refining of the concept of local partnerships for employment in the Croatian regional employment policies, strategies and actions on the labour market.
Component 2: Fostering Human Resource Development at the regional level using partnership approach and promotion of ESF standards.
Component 3: Strengthening capacities of potential grant beneficiaries to plan, design and implement active labour market measures within the partnership approach.
While the project results will be the following:
Concept of local partnerships for employment assessed and refined in the Croatian regional employment policies, strategies and actions on the labour market.
Human Resource Development at regional level fostered using partnership approach and the ESF standards.
Strengthened capacities of potential grant beneficiaries to plan, design and implement active labour market measures within the partnership approach.

European Union – National Pre-Accession Financial Assistance Programme for Turkey 2006
TURKEY – Support to Human Resources Development through Vocational Education and Training
The overall objective is to promote the development and competitiveness of small and medium enterprises (SMEs) in Eastern and Southeastern regions of Turkey through the participation of a qualified and skilled labour force. The purpose is to promote human resources development through the upgrading and modernisation of initial and continuing vocational education and training (VET) in the selected provinces (Malatya, Van, Gaziantep, Diyarbak?r, ?anl?urfa, Elaz??, Erzurum, Kahramanmara?) within a lifelong learning perspective.
The content of training programmes to be developed, revised and delivered will be based on the results of successive regional economic/labour force surveys, and will include technical skill training (i.e. food processing), training for entrepreneurship(i.e. developing business plans, marketing) in secondary, post-secondary schools, and NVECs, as well as SME awareness raising activities to be provided under VET education programs. Curricula development will be parallel to staff training, and a major public information campaign will be mounted with the social partners to help identify labour force demand, publicize the new programs and encourage youth and adults to enrol.
The following results will be achieved:
- Establish structural dialogues between SME associations and educational institutions in order to analyse labour demands in 8 provinces;
- Develop and pilot new modular based curricula including 5th level (of the EQF) in 8 post second higher vocational schools
- Assist the revision and implementation of curricula in 16 VET schools through the support of revised educational materials and equipment aiming at increasing employability and entrepreneurship;
- Support 5 Non formal Vocational Educational Centres (NVECs) in modernising curricula with a LLL perspective;
- Deliver entrepreneurship skills through the provision of VET in 16 VET schools, 8 post Secondary Higher Vocational Schools (PSHVs) and 5 NVECs;
- Assist VET to become more attractive in the selected provinces with the contribution of all stakeholders;
- Enhance the competencies and skills of teaching and managing staff implementing new/revised programs;
- Develop a strategy paper elaborating the experience gained and providing recommendations in terms of recognition of formal and informal learning, and strengthening the quality of LLL in the region.

FYROM – TA to Human Resource Development Fund – Phase III
The project objective is to improve the microeconomic capability of the economy and contribute to improving the competitiveness of local companies. The project consists of 4 main components: 1) assistance to the enterprise managers for upgrading their skills and knowledge in international marketing, export and business partnering; 2) enhance the capacity of well-trained, market-oriented practitioners to deliver training and other services to the business sector in subjects that will be identified during the inception phase; 3) support networking between enterprise managers and between trainers, consultants and relevant public, semi-public and private institutions; 4) assistance for strengthening and development of the HRDF Institution.
Target groups: managers from privately owned enterprises within production and high value added services enterprises e.g. within IT, distribution and tourism; professional training providers and consultants engaged in the field of management training and development or enterprise development.

CROATIA – Upgrading of VET schools – Establishing Centres of Excellence
The overall objective of this project was to modernise the Croatian VET system in terms of increasing responsiveness to the changed needs of the Croatian economy, the society and the individual, of helping combat unemployment, especially youth unemployment and of complying with European standards and the relevant acquis in the field.
Particularly, this project had 3 fields of action: institution of a new pre-service higher education programme for VET teachers and trainers; completion of the work of thematic sector working groups to cover additional economic sectors and occupational profiles within the agreed national qualifications, curriculum and assessment frameworks; further change and development within selected vocational schoolcentres who will introduce the new curricula.
The main components of the project are the following:
Component 1: VET teachers’ and trainers’ system
Component 2: Sector and occupational analyses, students’ competences, VETqualifications and framework curricula
Component 3: School development projects and grant scheme to support partnershipsin the VET system and increase quality of service provision.
