International recruting EuropeAid/138484/IH/SER/AL

Ifoa in partnership with Pole Emploi, the French Public Employment Service, Central Office of Labour, Social Affairs and Family – the Slovak Republic Employment Service and the Regional Development Agency Senec-Pezinok (RDA) has been invited to tender in the frame of an EureopeAid funded project in Albania « Technical Assistance to Coordinate and Implement National Reforms in the Field of Employment and Skills (NESS) », EuropeAid/138484/IH/SER/AL.

The overall objective is to contribute to the implementation of the NESS 2020, whose wider objectives include foster decent job opportunities through effective labour market policies and offer quality vocational education and training to youth and adults promoting social inclusion and territorial cohesion:

The purpose of the contract aims to build the capacities of the MoFE, its subordinate institutions and partners to coordinate and implement national reforms in the context of the National Employment and Skills Strategy 2020 (NESS). These include reinforcing both the implementation of the new legislation and coordination mechanisms on policy design, monitoring and reporting.

In the frame of this tender, IFOA is currently looking for the following key experts :

Key Expert 1 –Team Leader
(indicative 550 working days)

It is expected that the Key Expert 1 (Team Leader) will be responsible for the day-to-day management of the project as a whole, ensuring synergy of all its components, activities and stakeholders and ensuring the quality of all project outputs. It is expected that s/he will be responsible for the overall coordination of the project implementation and all its related activities and the effective supervision and management of the Non-key experts.
Key Expert 1 will also be substantially involved in project activities.

Qualifications and skills

  • University degree or equivalent in education, law, economics, social science or other relevant degree related to the project;
  • Fluency in English, both written and spoken
  • Computer literacy

General Professional experience

  • Preferably 10 (ten) years, but no less than 7 (seven) years of professional experience in employment sector and/or VET sector.

Specific Professional experience

  • Preferably 5 (five) years but not less than 2 (two) years of professional experience in Technical Assistance projects/contracts in providing support to develop the capacities in the field of employment and skills.
  • Experience as a team leader in at least one similar project/contract.

Key Expert 2 –Expert on Modernising Employment Services and Active Labour Market Policies (indicative 510 number of working days)

The Key Expert 2 will be responsible for preparing all staff from regional and local employment offices to implement the NEW Service model through the country. Also the key expert 2 will be responsible for the redesigned ALMPs if necessary with the view to enhance their coverage, efficiency, effectiveness and impact in line with local needs, resources and capacities.

Qualifications and skills

  • University degree or equivalent, in law, economics, social science or other relevant subject related to the project
  • Fluency in English, both written and spoken ( min 2 points in the scale from 1 to 5 where 1 is excellent and 5 is basic)
  • Computer literacy

General Professional experience

  • Preferably 10 (ten) years but not less than 7 (seven) of professional experience in the field of employment services;

Specific Professional experience

  • Preferably 5 (five) years but no less than 3 (three) years of professional experience in the field of modernisation of employment services and active labour market policies ;
  • Experience in training of employment service staff will be considered an asset;
  • Experience in at least one project in design and/or evaluation of active labour market policies.

Key Expert 3 – Senior Expert on VET reform, school management and organisational development (indicative 510 number of working days)

Key expert 3 is responsible for contributing to, coordinating and monitoring the progress and the achievement of results 2.1 and 2.2, i.e. the review of the current financing management of VET providers, as well as the review of the VET management and information system. 

Qualifications and skills

  • University degree or equivalent in education, law, economics, social science or other relevant subject related to the project;
  • Fluency in English, both written and spoken
  • Computer literacy

General experience

  • Preferably 10 (ten) years but no less than 7 (seven) years of professional experience in education and/or VET management;

Specific experience

  • Preferably 5 (five) years of experience in VET institutional reforms;
  • Prior experience in at least 2 (two) projects in the education and/or VET sector.
