The experimentation will be carried out in the field of Large Scale Retail Trade.

European Union – National Pre-Accession Financial Assistance Programme for Turkey 2006
TURKEY – Support to Human Resources Development through Vocational Education and Training
The overall objective is to promote the development and competitiveness of small and medium enterprises (SMEs) in Eastern and Southeastern regions of Turkey through the participation of a qualified and skilled labour force. The purpose is to promote human resources development through the upgrading and modernisation of initial and continuing vocational education and training (VET) in the selected provinces (Malatya, Van, Gaziantep, Diyarbak?r, ?anl?urfa, Elaz??, Erzurum, Kahramanmara?) within a lifelong learning perspective.
The content of training programmes to be developed, revised and delivered will be based on the results of successive regional economic/labour force surveys, and will include technical skill training (i.e. food processing), training for entrepreneurship (i.e. developing business plans, marketing) in secondary, post-secondary schools, and NVECs, as well as SME awareness raising activities to be provided under VET education programs. Curricula development will be parallel to staff training, and a major public information campaign will be mounted with the social partners to help identify labour force demand, publicize the new programs and encourage youth and adults to enrol. The following results will be achieved:

  • Establish structural dialogues between SME associations and educational institutions in order to analyse labour demands in 8 provinces;
  • Develop and pilot new modular based curricula including 5th level (of the EQF) in 8 post second higher vocational schools
  • Assist the revision and implementation of curricula in 16 VET schools through the support of revised educational materials and equipment aiming at increasing employability and entrepreneurship;
  • Support 5 Non formal Vocational Educational Centres (NVECs) in modernising curricula with a LLL perspective;
  • Deliver entrepreneurship skills through the provision of VET in 16 VET schools, 8 post Secondary Higher Vocational Schools (PSHVs) and 5 NVECs;
  • Assist VET to become more attractive in the selected provinces with the contribution of all stakeholders;
  • Enhance the competencies and skills of teaching and managing staff implementing new/revised programs;
  • Develop a strategy paper elaborating the experience gained and providing recommendations in terms of recognition of formal and informal learning, and strengthening the quality of LLL in the region

DOCTAE – Development of key Competencies for Training Antennas in Europe
Network of education and training professionals sharing the following activities:

  • Survey of up-to-date EU sources on quality of VET trainers’ competences and qualifications and transnational analysisof trainers’ competences needs
  • Profiling of the European Training Antenna (EUTA), that is a teacher or a trainer facilitating the adoption ofEuropean strategies, tools and information to students, colleagues and policy makers, and definition of the EUTA’s Certificate, a reference framework for the validation of the competences’ standard to be promoted at transnational level
  • Development and testing of a Multilanguage training pathways for EUTA, organized in 2 main areas: new competences (intercultural dialogue, participation, citizenship, teaching creativity, etc.) and European awareness (institutions, policies, decisional processes, working with European funds, etc.)

TEEUP – Teachers, Employees, Employers Understanding Processes
The aim of this project is to investigate VETS/Trainers working with SMEs in relation to the delivery of programmes/courses/training methodologies and processes used in relation to migrants and mobile workers, through the investigation of a common set of competences for Vocational Educational teachers and trainers (VETs) which can be eventually transferred to partnerships with Small, Medium Enterprises (SMEs) directed at the use of the “best practice” training methodologies for mobile workers and/or migrants.

BULGARIA – TA for upgrading of 30 Vocational Standards, development and provision of in-service teachers’ training – “Human Resources Development and Promotion of Employment”
Technical Assistance to the Ministry of Education and Science to ensure successful implementation of the second component, (Improvement of VET System), under the Phare Project “Human Resources Development and Promotion of Employability”. Main purpose: development and implementation of an effective strategy and framework for lifelong learning incorporating reform of the VET system (IVET and CVT) as well as further implementation of the adult learning strategy. The project consists of 3 main components: Component 1: Vocational Qualifications Standards (VQS) and Curriculum Updating; Component 2: Human Resources Development – In-service training for teachers; Component 3: Results Consolidation, Dissemination, Visibility & Public Relationship. The programme targets teachers from vocational schools and staff of the Ministry of Education and Science, National Agency for Vocational Education and Training, Ministry of Labour and Social Policy, Employment Agency and its regional structures.

CROATIA – Upgrading of VET schools – Establishing Centres of Excellence
The overall objective of this project was to modernise the Croatian VET system in terms of increasing responsiveness to the changed needs of the Croatian economy, the society and the individual, of helping combat unemployment, especially youth unemployment and of complying with European standards and the relevant acquis in the field.
Particularly, this project had 3 fields of action: institution of a new pre-service higher education programme for VET teachers and trainers; completion of the work of thematic sector working groups to cover additional economic sectors and occupational profiles within the agreed national qualifications, curriculum and assessment frameworks; further change and development within selected vocational schoolcentres who will introduce the new curricula.
The main components of the project are the following:
Component 1: VET teachers’ and trainers’ system
Component 2: Sector and occupational analyses, students’ competences, VETqualifications and framework curricula
Component 3: School development projects and grant scheme to support partnershipsin the VET system and increase quality of service provision.

ARMENIA – Support to the Development of an Integrated VET System
The programme’s overall objective was to support the Armenian government, through the Ministry of Education, in the development of a high quality VET system contributing to an increased participation of the graduates and the workforce in the change process and resulting in better perspectives for their economic and working life. The project was organised along three components corresponding to the project targets: 1. Improved quality and relevance of VET policy and strategy; 2. Improved quality of VET institutions; 3. Improved capacity to respond to employment and labour market needs.
The results to achieve were for Component 1: National policy and strategy developed, policy makers trained; Component 2: A sustainable national VET network established, university pedagogical programme for VET teachers developed, national policy and strategy for VET pre- and in-service teacher training developed; Component 3: Regional competencies in labour market matters created, new curricula and standards developed and implemented.

K-Competencies – New Key Competencies in business for integrating LifeLong Learning within an enlarged Europe
Project managed in collaboration with Manpower for the promotion of lifelong learning through the definition of common standards for new key competencies that all EU citizens should possess, in fields such as: knowledge of the English language, entrepreneurial, intercultural, civil and social skills, etc. Development of on-line training paths and learning assessment tools relative to the skills in question.

CREDIT – Promoting the recognition of qualifications and credits among Italian regions and transfer of a European model (Ulixes European School)
Transfer of a design model and relative skills assessment, developed and successfully experimented under the framework of a Leonardo da Vinci Project, to promote the recognition of credits between training bodies in the Basilicata and Puglia regions. Implementation of information seminars in Bari, Lecce, Potenza Matera, study tours for 24 employees of the Puglia and Basilicata regions to the Emilia Romagna region and training of 50 training operators from Puglia and a further 37 from Lucania.
