Romania – Sectoral Programme for Human Resources Development 2007 – 2013
SANSA “From unemployed to entrepreneurs? You can! Innovation in Public Employment Services and in labour force: consultancy and support to Public Employment Services (SPO) in the Center and West, and in development of new services for entrepreneurship
IFOA is partner, together with Obiettivo Lavoro, Consorzio OMNIACOM and, among Romanian partners, the two Regional Employment Agencies of Alba Iulia and Caras, directly referring to thee Ministry of Labour, and Tobimar construct, of project SANSA (in Romanian: chance).
The project, approved by the Management Authority of the ESF in Romania, fits into a perspective of reforming and updating national performance level of employment services to European standards. The project also aims at developing innovative services for people however excluded from the labour market.
Officially started in June 2011, SANSA finds its primary goal in identifying and promoting a set of innovative services, to be offered by Regional Employment Agencies and targeted to enhancing self-entrepreneurship as a key to personal career development.
The project is implemented in three different nearby regions, in order to establish a permanent structure, as a reference for future development at a national scale.
IFOA co-operates in transferring organisational models and tools for promotion of self-employment, that already proved their efficacy on our territory, as well as at a national and European level.
The operation therefore comes as a true transfer of best practices developed in Italy, either through hosting personnel of the Romanian Public Employment Services in a study tour here (during the tour training sessions, guided visits to local PES and bodies promoting entrepreneurship are delivered) and through devising specific papers. Among these, a comparative guide to Italian and Romanian laws governing Employment Services.
SANSA is a three-year project, and will finish in may 2014.

Development of a proactive attitude on the part of the Public Employment Service towards people searching for a job, through the increase of professional skills and awareness of the culture of service. Main activities are: definition of standards of employment services; training of trainers; case studies and study visits to best practices in Europe; thematic workshops; seminars to disseminate best practices identified and visited; identification of professional profiles and skills assessment of employees of the Employment Services; training and updating of competences.

CROATIA – Local partnerships for employment – Phase III
The overall objective of this project is to contribute to the implementation of the Human Resources Development Operation Programme (HRDOP) Priority Axis 1 that aims to reduce unemployment and “threat” of new unemployment (measure 1.1: Supporting the design and implementation of active and preventive labour market policy).
The specific purposeis to refine and develop at county level an institutional framework (based on partnerships) for the human resource development and strengthen the capacities of local stakeholders to design and implement active labour market policy.
The project purpose will be achieved through the following three components:
Component 1: Assessment and refining of the concept of local partnerships for employment in the Croatian regional employment policies, strategies and actions on the labour market.
Component 2: Fostering Human Resource Development at the regional level using partnership approach and promotion of ESF standards.
Component 3: Strengthening capacities of potential grant beneficiaries to plan, design and implement active labour market measures within the partnership approach.
While the project results will be the following:
- Concept of local partnerships for employment assessed and refined in the Croatian regional employment policies, strategies and actions on the labour market.
- Human Resource Development at regional level fostered using partnership approach and the ESF standards.
- Strengthened capacities of potential grant beneficiaries to plan, design and implement active labour market measures within the partnership approach.

Fit for Europe – Training for a Positive Migration
The general objective of the project, promoted by the Chamber of Commerce of Oviedo (ES), is to improve the legal migration from Morocco, Cape Verde and Senegal towards Italy and Spain, as well as to increase consciousness in the origin countries about legal immigration advantages and illegal immigration consequences. The specific objective is to verify and increase the Training Centres and Chambers’ skills in giving correct information, support and training in the origin countries, in order to assure a suitable training for the potential emigrants towards EU, especially towards Italy and Spain. Another objective is to improve local administration’s skills in maximizing emigration benefits for immigrants, through homecoming, circular migration and the investment of the funds sent back home.

ARGENTINA – START: Development of Management skills for young managers belonging to the Italian community
The programme’s overall objective is to develop and strengthen, in the local public administration of Buenos Aires area as well as in the employer’s organization involved in the economic development of the country: cultural level in local development; management skills involved in socio-economic processes; the building up/set-up of Centres supporting local development and territorial promotion; SMEs tools and strategies through brand, product and district policies. START project will effectively support the public administration through training and consultancy services for 60 young managers. An internship of 10 months will follow.

Integrating 3rd country nationals through empowerment – creating sustainable integration networks with business
The project objective is to support the setting up of trans-national co-operation networks to identify, exchange and evaluate good practices and new approaches, for the integration of 3rd country nationals, business and local/state administration, in immigrants’ advantage. It’s promoted by the Danish Organization of the Chambers of Commerce (HTSI), in partnership with IFOA, Spanish, Estonian and German Chambers of Commerce.
In Italy, the objective is the realization of a fair to exchange job demand and supply for immigrants.

LEBANON – Improvement of employability of young Palestinian refugees- Technical assistance to VET providers working with Palestinian refugees
The project aims at supporting the modernisation and extension of VET provider’s capacities (Sibline training centre and other 4 with various branches in the area) in order to provide adequate training to Palestinian students for improving their employment perspectives. This is achieved mainly by upgrading existing courses, improving management, organisation and skills of staff and instructors, modernising equipments and training materials.
The project also supports the counselling, career guidance and placement services of UNRWA and other VET providers in order to support a better access of VET and higher education graduates to the labour market. This is achieved through the training of staff through the design and implementation of an adequate information system and guidance and placement methods and tools.
The specific objective is to increase the employability of young Palestinian refugees in Lebanon.
The project has 3 fields of action: Upgrading and expanding VET delivery; Modernisation of counselling and placement service; Reinforcement of Palestinian students’ access to higher education.
The following study tour has been organized during the project:
