Strengthening TVET Leading Authorities & the National Authority for Quality Assurance and Accreditation of Education (NAQAAE)
Location – Egypt
IFOA, as partner of an international consortium, has been invited to tender by the European Union for a project in Egypt, whose overall objective is improve and enhance the structure and performance of the TVET system and TVET delivery in Egypt to better respond to the new socio-economic needs, in particular, youth employability and increased competitiveness in the current and future development.
Specific objectives:
Deliver capacity building and technical assistance to the main ministries, authorities and stakeholders involved in the TVET leadership and governance to reinforce interaction and participation of such stakeholders while improving relevance, accountability, transparency, coherence, efficiency and effectiveness of VET policies. Provide the National Authority for Quality Assurance and Accreditation in Education (NAQAAE) with capacity building and technical assistance needed to develop the National Qualification Framework (NQF) in coordination with different stakeholders. After approval of a quality assurance model for vocational training parallel to the quality assurance for technical education, a specific capacity building programme will be designed and implemented by the contractor to put that model into operation.
Purpose
The purposes of this contract are as follows:
Purpose 1: To provide technical assistance to and conduct capacity building activities for the main ministries, authorities and stakeholders involved in the TVET leadership and governance so that they can set up a model for TVET policy-making management based on coordinated action to effectively involve TVET public and private stakeholders at all possible levels (international, national, sectoral, regional/local, provider) for objective setting, implementation, monitoring and review.
Purpose 2: To provide technical assistance to and conduct capacity building activities for the National Authority for Accreditation and Quality Assurance in Education (NAQAso that the Authority can finalize the National Qualification Framework and start integrating it in the Quality Assurance system in Education.
Commencement date & Period of implementation
The intended commencement date is November 2016 and the period of implementation of the contract will be 25 months from this date.
Location
The operations of the project will take place in all relevant Governorates of Egypt.
To this regards, we are seeking for the following key experts:
Key expert 1: Team Leader and Capacity Building and Technical Assistance Expert (minimum 270 WDs) Key expert 2: Capacity Building for the TVET Authorities Expert (minimum 250 WDs) Key expert 3: Educational Policy and Governance Expert (minimum 150 WDs) Key expert 4: Capacity Building and Technical Assistance for NAQAAE Expert (minimum 270 WDs)
