Employment and Vocational Education and Training in Belarus
Location – Belarus
Ifoa is tendering as consortium partner for the project “Employment and Vocational Education and Training in Belarus”, ref. EuropeAid/137795/DH/SER/BY, funded by the European Union. The overall objective of the project is to enhance the employment prospects of youth and adults by ensuring greater synergy between the vocational education and training (VET) system supply and the needs of the modern labour market, and to improve quality and attractiveness of the VET system in Belarus.
In this framework, Ifoa is currently searching for International expertise, for their selection and involvement in the future implementation of the project, which is expected to start in December 2016 and last for 48 months.
The Key Expert positions are the following and full details of the project activities are provided in the Terms of Reference.
Key expert 1: Team Leader /VET Policy Expert (Minimum 700 working days)
Qualifications and skills
University degree in a discipline relevant to the assignment. Knowledge of NQF and VET policy development and implementation. Fluency in English (written and spoken). Master’s degree in Business Administration or Human Resource Management will be an advantage. Fluency in Russian (written and spoken) will be an advantage.
General professional experience
Preferably more than 15 years but a minimum of 10 years of general professional experience. Experience in senior management positions in public administration, private company or non-profit organisation will be an advantage.
Specific professional experience
Preferably more than 7 years but at least 5 years of working experience in the area relevant to the assignment in the EU or ENPI/ENI beneficiary countries. A minimum of 5 years’ experience in the development and implementation of education reform policies. Experience in one of the following fields: Development and implementation of a NQF and qualifications or; VET governance, policy and/or quality assurance or; Anticipation and matching of skills supply and demand. Experience in management a team of at least four people for duration of at least two years. Experience in management of at least 2 education-related projects with a budget preferably exceeding EUR 2 million. Experience in projects related to life-long learning activities/programmes will be an advantage. Experience in working in public institutions/educational agencies or equivalent dealing with Initial Vocational Education and Training and/or Continuing Vocational Education and Training will be an advantage. Experience in EU funded projects including ENPI/ENI/IPA beneficiary countries will be an advantage. Experience in capacity development programmes will be an advantage. Experience in training delivery will be an advantage.
Key expert 2: Qualifications expert (minimum 500 working days)
Qualifications and skills
University degree in a discipline relevant to the assignment. Knowledge of NQF and qualifications. Knowledge of outcome based qualification development issues. Awareness of European research and analysis in the area of vocational qualifications reform. Knowledge of European VET systems and specificities of VET systems in the Post-Soviet countries. Fluency in English (written and spoken). Fluency in Russian (written and spoken) will be an advantage.
General professional experience
Preferably more than 15 years but a minimum of 10 years of general professional experience. 5 years’ experience working on qualifications issues and NQFs.
Specific professional experience
Minimum 5 years’ experience in the development and implementation of NQFs and/or development of VET qualifications at national/sectoral level in the EU or ENPI/ENI/IPA beneficiary countries. Experience of at least 5 years in designing and coordinating the development of occupational standards and qualifications including the development of standards, assessment and certification of qualifications in a national and/or sectoral contexts, involving government institutions, sector representations and social partners Experience in review and analysis of existing qualifications systems. Experience with EU policy instruments, such as the EQF, the European guidelines for the validation of non-formal and informal learning, ECVET, EQAVET and Europass. Experience in introduction of learning outcomes. Experience in working for a national or sectoral body in an EU Member State or in a relevant international organisation on qualifications issues and NQFs will be an advantage. Experience in standard and qualifications development projects in the Eastern Partnership countries will be an advantage. Experience in capacity development programmes will be an advantage.
Key Expert 3: Labour Market Expert (minimum 500 working days)
Qualifications and skills
University degree in a discipline relevant to the assignment Knowledge of labour market information system. Knowledge of approaches and methodologies for analysing skills mismatches, forecasting, and anticipation of skills demands, proven by the list of projects and papers/or analytical studies. Knowledge of good practices globally in LMIS and architecture of LMIS including matching of skills demand and supply and skills forecasting and anticipation, evidenced by involvement in international projects or networks. Knowledge of international methodologies for education data collection and analysis (such as PISA, TIMMS, PIRLS and PIAAC, ISCED). Knowledge of LFS and labour market statistics, indicators and related methodologies. Fluency in English (written and spoken). Master’s degree in Economics or Statistics will be an advantage. Fluency in Russian (written and spoken) will be an advantage.
General professional experience
Preferably more than 15 years but a minimum of 10 years of general professional experience. Minimum 10 years of experience linked to labour market and/or employment analysis and development.
Specific professional experience
At least 10 years of working experience in the area relevant to the assignment in the EU or ENPI/ENI/IPA beneficiary countries. Expertise in labour market information systems and related research and projects, proven by the list of assignments and papers/or analytical studies. Experience with instruments and methodologies for using the LMI in analysing skills demand and mismatches, proven by the list of projects and assignments for national or international projects. Minimum of 5 years’ experience in CIS providing policy advice and technical assistance to ministries and public institutions will be an advantage. Experience in the Eastern Partnership countries in the area of labour market or employment will be an advantage. Experience in capacity development programmes will be an advantage.
